# Proposed Nurse Steward Council — Charter Template (v1)

> **Status:** proposal template only. No Nurse Steward Council is established or seated by this file. It confers no certification, approval, procurement, clinical, institutional, regulatory, or release authority. Robert Domondon remains the current individual project steward unless and until a separately documented human process is formally established.

*This template sketches how a future advisory council could review a shared library. Precedent includes nurse advisory councils embedded across the build-test-deploy lifecycle of healthcare AI products and professional-body guidance calling for nurses inside AI governance — not consulted after the fact.*

## Purpose

If separately established, the proposed Council would serve as an advisory human-review body for skills, templates, packs, and knowledge sources shared through the Nurse AI OS community. Until then, the sections below are design requirements, not operational claims.

## Composition

- **3–5 members**, all nurses or nursing students, drawn initially from the Founding Steward Cohort; one convener (rotating annually).
- Aim for a mix across the four audiences (student/educator, bedside/APRN, leader, entrepreneur).
- Membership is public. Conflicts of interest are declared on each review (e.g., reviewing one's own submission is prohibited).

## Proposed functions if a Council is later established

1. It could **review submissions to a future shared skill library** using a published rubric: named author, pinned version, read-before-approve, least privilege, separate risk/data/action fields, evidence, no-PHI boundary, and memory limits.
2. It could **recommend trust labels or temporary removal** under a separately authorized process. No label, vote threshold, or quarantine power described here is active now.
3. It could **propose scope changes** in public with written rationale. A council recommendation would not itself change prohibited scope, authorize clinical use, or bind the project operator.
4. It could **recommend periodic library review** and archive stale items under published criteria.
5. It could **record advisory recommendations** in a public ledger with the date, item, rationale, evidence, limits, and named participants.

## Limits that would continue to apply

- It does not certify competency, endorse products, approve clinical use, or carry regulatory authority — it is an advisory stewardship body (same boundary language as the Governance Board pack).
- It does not review nurses' private skills; personal systems are governed by each nurse's own SOUL, tiers, and gates.

## Cadence and quorum

Proposed design only: asynchronous review by default, with any future cadence, quorum, temporary-removal rule, or voting threshold requiring separate written authorization before use.

## Succession and continuity

The convener maintains a handover note (access, pending reviews, ledger location). The release-signing key remains with the project maintainer; this charter records that a documented key-succession plan is a standing obligation of the maintainer, reviewed annually with the Council.
