Strategic thesis
AI has changed who can build. Small, high-agency teams can now create useful tools, prototype faster, and reach global communities from where they are. NAIO applies that shift to healthcare education with a stricter rule: build quickly, but govern before clinical proximity.
The opportunity is not merely to consume AI products. It is to prepare Filipino nurses, educators, and students to become AI supervisors, workflow designers, agent builders, and ethical stewards.

First country implementation
The Philippines lane begins with nursing education because schools, faculty, and deans shape the next generation of nurses. Associations and diaspora mentors add trust, convening power, and global perspective. Senior high schools are introduced through age-appropriate AI literacy and safe builder foundations.
Recruit deans, program chairs, faculty champions, and student leaders into briefings, listening sessions, and no-PHI builder sprints.
Invite nurse leaders and chapters into roundtables on nurse-led AI stewardship, governance, and practical workflow support.
Offer Grades 11–12 builder foundations for STEM, ICT, and health-aligned learners. Grades 9–10 receive lighter AI literacy, dignity, misinformation, and safety modules.

Do not start with a massive incubator. Start with one governed build loop that proves Filipino participants can create useful artifacts safely.

Complete an EDENA card: purpose, data used, risk tier, human reviewer, stop condition, and next safe version.

Run online sessions for nursing education and youth builder pathways. Capture fears, approvals, and local fit.
Recruit 20–30 participants, run the 7-day no-PHI sprint, and select 3–5 safe demo cards.
